We actively engage in proactive and ongoing dialogue with local citizens, elected officials, traditional rulers, community elders and youth groups. As our projects take shape, we pledge to keep the community involved, informed and included. Some hallmarks of our programs will be:
- Workforce and skills development
- Equitable energy transition
- Electrification of host villages and towns
- Sponsorship of community events and festivals
- Free clean cooking fuel program
Did you know…?
The oil and gas sector accounts for about 8% of Nigeria’s GDP and 90% of export earnings. Direct employment in the sector is around 400,000, with growing local participation driven by the NOGICD Act (local content targets of 70% by 2027).
Cultural Heritage Meets Future Horizons
The Ijaw community, located primarily in the Niger Delta region of Nigeria, is home to one of the largest indigenous groups in the country. Known for their rich cultural heritage, the Ijaw people are also renowned for their deep connection to the land and waterways. With their expertise in fishing and boat-making, they have developed traditional methods of navigating the intricate network of rivers and creeks, which are vital for their livelihood. Interestingly, the Ijaw have long been custodians of the region’s vast oil and gas resources, with many of their communities living in close proximity to Nigeria’s oil fields—making their relationship with energy both complex and historically significant.

If you want to go fast,
Go alone…
If you want to go far,
Go together.”

Local expertise meets global ambition
The Nigerian government introduced the Nigerian Oil and Gas Industry Content Development (NOGICD) Act in 2010 to increase local participation in the industry. The Act set a target of 70% local content in the oil and gas industry by 2027, which includes both employment and the use of Nigerian goods and services. As of recent reports, local content in the oil and gas industry has risen to about 45%—a significant increase but still far from the target. TWD Energy will greatly contribute to the local content momentum.
Empowering Nigeria's Growth
TWD Energy is committed to being a good neighbor. Effective community engagement will ensure that the LNG project remains transparent in its operations. This is crucial for maintaining accountability.
Giving back to, and investing in the communities where we operate is critical for success and moreover it is the right thing to do. Human capital is our biggest asset and we will appreciate and develop our local talent. Our initiatives focus on key areas such as workforce and skills development, promoting an equitable energy transition, electrifying host villages and towns, and supporting education and health programs.
Nigeria as a whole will benefit too. A portion of the Bayelsa LNG 1 Project production will be sent to the Nigerian domestic market. The project will generate revenue for Nigeria and improve the countries balance of trade. Our project will also help contribute to energy security.
A Bright and Energetic Workforce
Developing and utilizing Nigerian local talent as the workforce at TWD Energy’s LNG export company is a strategic initiative that fosters community engagement and enhances operational efficiency. By prioritizing local expertise, TWD Energy supports economic growth in the region while leveraging the unique skills and insights of Nigerian professionals who understand the local landscape. Investing in training and development programs ensures that employees are equipped with the latest industry knowledge and technologies, fostering innovation and a strong safety culture. This commitment to local talent not only builds a resilient workforce but also strengthens TWD Energy’s reputation as a socially responsible leader in the energy sector, contributing to sustainable development in Nigeria.
Equitable access to energy
Energy for everyone, everywhere.
Energy Security
Nigeria is endowed with over 208 trillion cubic feet of proven gas reserves, yet the nation continues to face significant challenges related to energy poverty. Millions of citizens lack access to reliable electricity and clean cooking fuels, highlighting a stark disparity between the country’s vast resources and the lived experiences of its people.
The Niger Delta, a region that has contributed immensely to global energy supply for decades, has often seen minimal benefits return to its local communities. To address this inequity, it is imperative that our projects not only focus on energy production but also prioritize the socio-economic upliftment of host communities.
We are committed to implementing initiatives that will provide affordable or, where possible, free energy solutions to these communities, ensuring that they feel the positive impact of their region’s resources. This approach not only enhances local livelihoods but also fosters a sense of ownership and partnership in the development process.

Health, Culture and Education
TWD Energy is committed to making a substantial impact on the communities of the Niger Delta through a diverse array of programs focused on education, health, and cultural development. Our investment in educational initiatives will include scholarship programs, skills training programs, and collaborations with local schools to enhance educational curricula and infrastructure.
In the health sector, TWD Energy plans to support mobile clinics, health awareness campaigns, and improved access to essential medical services, ensuring that communities benefit from quality healthcare.
Furthermore, we are dedicated to promoting cultural preservation by sponsoring local arts and heritage initiatives, organizing festivals that celebrate the region’s rich cultural diversity, and providing platforms for local artists to showcase their talents. Through these comprehensive efforts, TWD Energy aims to empower the people of the Niger Delta, fostering sustainable development and enhancing the overall quality of life for all residents.
Effective engagement with local government authorities and community leaders helps align the Bayelsa LNG project with regional and national development plans. It also strengthens the project’s ability to navigate any regulatory or bureaucratic hurdles.
CLEAN COOKING FUEL FOR ALL
Our clean cooking fuel initiative aims to promote healthier and more sustainable cooking practices by providing Nigerian households with access to clean, efficient cooking butane which will reduce harmful emissions and improve indoor air quality. The goal is to empower families to transition away from burning wood and traditional biomass fuels, such as mangrove wood, charcoal, coconut hulls and palm kernels which are harmful to air quality and pose health risks.
“Each year (globally), 3.2 million people die prematurely from illnesses attributable to the household air pollution caused by the incomplete combustion of wood, solid fuels and kerosene.”
– World Health Organization
RURAL ELECTRIFICATION
Our electrification program is designed to complement and extend the impact of our LNG export facility by bringing reliable, sustainable energy to underserved communities in the surrounding areas. While our primary focus remains on the facility itself, this initiative is dedicated to ensuring that the benefits of our operations reach beyond the industrial site. It is a key part of our vision to create a positive and lasting legacy. The energy produced by our facility will not only power global markets but also support sustainable development and enhance local well-being.
“Approximately 77 million residents of Nigeria out of a population of more than 200 million people do not have access to electricity.”

INDIGENOUS BUSINESS EMPOWERMENT
TWD Energy is committed to aligning with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act by prioritizing local businesses and service providers in the supply chain for our LNG facility. This strategy will create significant economic opportunities for the Bayelsa region. We will offer both direct contracts and subcontracting opportunities to local businesses, allowing them to play key roles in critical areas such as engineering services, construction, logistics, and operations support. This will not only enhance their participation in the energy sector but also support the long-term growth of the local economy.
“All operators and alliance partners shall maintain a bidding process for acquiring goods and services which shall give full and fair opportunity to Nigerian indigenous contractors and companies.”
-Nigerian Oil and Gas Industry Content Development Act, 2010
WORKFORCE SKILLS DEVELOPMENT
Skills training and capacity building for local talent are essential for fostering community support, and TWD Energy is committed to investing heavily in these areas. We will implement comprehensive vocational and technical education initiatives and training programs to equip local talent with the skills needed for sustainable employment opportunities at TWD Energy. By doing so, we aim to develop a highly skilled workforce that will drive both individual and community success, while contributing to the long-term growth of the energy sector in Nigeria.
“Nigeria’s population is expected to reach 400 million by 2050, making it the third-most populous country in the world. A large portion of this population will be under the working age of 35. Nigeria has the potential to harness its youthful energy into a driving force for national development.”
